There are no “incumbents” in newly formed districts, but Mike Thompson is certainly talking like one

California has almost as many Congressional districts as it does counties, even though Congressional districts are not drawn with respect to counties.

As such, Yolo County, one of California’s 58 counties, has parts of three Congressional districts out of California’s 52, the most Congressional districts in the country.

Oddly, even though seats in the House of Representatives are federal, it’s up to the states to determine how Congressional lines are drawn and how those elections are conducted.

For example, our Top-Two Primary system applies not only to California statewide elected offices, but also to Congress.
